This is permanent full-time employment. Positions are filled in Department of Human Services Offices across the Commonwealth of Pennsylvania.

DESCRIPTION OF WORK

This Business Analyst 3 position is an advanced analytical lead in the Division of Financial Services and Transactions (DFST) that assigns projects and duties, provides oversight of the projects and duties, and evaluates the progress of completion of the work of a Business Analyst 2. DFST is located within the Department of Human Services (DHS), Office of Income Maintenance (OIM), and Bureau of Child Support Enforcement (BCSE). BCSE is the single state agency designated under federal and state statutes to conduct activities required of the commonwealth under Title IV-D of the Social Security Act, as amended, P.L. 93-647, known as the Child support Enforcement Program. The Title IV-D Child Support Enforcement Program is a federally mandated program and must perform at prescribed levels of proficiency to maintain receipt of the commonwealth’s federal TANF Block Grant worth $769 million annually.

Work Schedule and Additional Information:

  • Full-time employment.
  • Work hours are 8:00 am to 4:00 pm, Monday – Friday, with 30-minute lunch.
  • May change based on operational needs.
  • Travel and overtime as needed.
  • Telework: You may have the opportunity to work from home (telework) full-time. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg, PA.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Business Analyst 2; or
  • Two years of business process analysis experience and a bachelor’s degree; or
  • Six years of business process analysis experience; or
  • An equivalent combination of experience and training.
