Job Duties:

Prepares or assists in the preparation of invoices, purchases, employee travel expenses, receipts, vouchers, budget requests, projections, and summary reports.

Responsible for processing accounts payable and employee travel reimbursement documents utilizing the SCEIS Financial Management System.

Determines funding and processes invoices through SCEIS FV60 or OnBase program with 3 business days of receipt.

Prepares Funds Reservations and claims for payment for operational expenses for all programs and local county health departments in the Upstate Region.

Performs follow-up on past due balances, working with vendors, team members and the Bureau of Financial Management to resolve discrepancies.

Monitors, enters and reports operating expenditures for Upstate Region grants.

Obtains and maintains DHEC Purchasing Certification.

Processes Goods Receipts and Shopping Cart approvals for the Upstate Region Finance Team.

Performs other related duties as required. Agency Additional Requirements: A high school diploma and entry-level experience in accounting or bookkeeping. A bachelor’s degree with multiple accounting courses may be substituted for required work experience.

Candidate will have experience processing state government related purchases and invoices. In addition, experience processing travel, purchase orders and invoices in SCEIS financial (ECC and SRM) is also preferred. DRIVING RECORD: If this position requires the applicant to possess a valid driver’s license to operate a state vehicle or personal vehicle, any applicant being considered in the final stages of selection for the position will be required to provide a certified copy of a 10-year driving record.

Public Health staff with job-specific risk of COVID-19 exposure who choose not to receive the COVID-19 vaccine or provide documentation of prior vaccination, or who are unable to be vaccinated due to medical contraindications or religious exemption, will be required to receive routine periodic COVID-19 testing by DHEC. Vaccinated employees will not be required to receive periodic testing but may elect to be tested to monitor their health status.

Expected salary: $28215 – 52203 per year
