This position is located in the Office of Information Technology within the Geographic Information Systems program area.

Under limited supervision, the GIS manager will perform the independent analysis, design, implementation, modification and upgrade of agency applications for geographic information systems and spatial data for the agency. To include statistical analysis, processing, automation of spatial data and advanced cartographic products. Emphasis will be placed on supporting Health related Deputy Areas.

Design, develop, implement, maintain and provide technical support for geographic information systems and user applications as assigned to support health related program areas and activities. Provide technical back-up for other applications as assigned. Adheres to Information Technology application development standards.

Perform statistical analysis of spatial data to include data processing, automation, and data quality to ensure data credibility. Develop, maintain, and monitor spatial data services. Provide technical backup to other spatial data sets as assigned. Design advanced cartographic products to meet customer requirements.

Act as technical consultant to customers and work with other technology staff to ensure applications adhere to Information Technology application development standards. Assist with problem resolution.

Prepare and maintain system documentation for applications supported. Provide appropriate administrative documentation/project communication.

Minimal amount of travel will be required.

State Minimum Requirements: A bachelor’s degree in geography or a related field and work experience in the development and maintenance of geographic information systems; or an associate degree in geography or a related field and expert-level work experience in the development and maintenance of geographic information systems.

Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation. Agency Additional Requirements:

A bachelor’s degree in geography or a related field and a minimum of two (2) years of work experience in the development, implementation, and maintenance of user applications for geographic information systems. ESRI ArcGIS – two (2) years of experience; ANSI SQL experience – two (2) years; NET and/or C# – two (2) years of experience.

Knowledge of GIS software standards and capabilities, database design and spatial statistics. Ability to establish working relationships with management, committee / work team members and customers. Ability to communicate effectively both orally and in writing.

Employee will work under limited supervision. Must be customer-oriented and respond to priority tasks as needed. Some after-hour and weekend work may be required specifically relate to state emergency response.

DRIVING RECORD: If this position requires the applicant to possess a valid driver’s license to operate a state vehicle or personal vehicle, any applicant being considered in the final stages of selection for the position will be required to provide a certified copy of a 10-year driving record.

Expected salary: $43030 – 61323 per year
