Reporting to the Human Resources Manager, the HR Administrative Support Specialist will perform administrative tasks and services to support the effective and efficient operations of the agency’s human resource department. Our ideal candidate will be knowledgeable in or willing to learn Human Resource best practices, possess strong attention to detail, critical thinking, and the ability to work well independently and under the pressure of deadlines. Preference for applicants with advanced working knowledge managing and/or creating a variety of databases, including the creation of tracking documents, use of Microsoft 365 programs, and HRMS software.

This position does require in-office presence. This position may allow for a hybrid (home/in-office) role once fully trained but is dependent upon departmental and agency needs. Well-qualified applicants residing at a distance from the corporate office will be considered for this position but may require periodic travel to our corporate office in Fleetwood, PA, to perform some job functions; expenses will be paid. Candidates should expect to be onsite at either the Fleetwood, PA, or Wellsboro, PA, office site locations regularly.

Essential Duties & Responsibilities

Provides clerical support to the HR department to include answering and directing departmental phone calls and emails, filing, typing, and mailing of documents and correspondence, and taking department meeting minutes.

Answers frequently asked questions from applicants, employees, and others relative to standard policies, benefits, hiring processes, employment verification, etc.; referring complex and/or sensitive matters to the appropriate staff.

Shares ownership of maintaining personnel and non-personnel (e.g., interns and contractor) system data including entry and reporting ensuring accuracy and completeness of all files (paper and e-files).

Assists with conducting or acquiring background checks, education verifications, employee eligibility verifications, and driver record reports communicating progress with appropriate department staff.

Assists with processing required paperwork for employee on and offboarding, transfers, changes in position, salary, status, and other related employment matters.

Maintains electronic record tracking, performing periodic audits of HR files and records to ensure that all required documents are collected and filed appropriately.

Maintains the integrity and confidentiality of human resource files and records.

Other Duties & Responsibilities

May prepare human resource reports such as demographic, new hire, and turnover reports.

May assist with preparing employee files for program and site audits or inspections.

May assist with tracking, monitoring, and communicating needs for clearance renewals, physicals, TB testing, completion of evaluations, etc.

Contributes to the team effort by accomplishing related tasks during staffing shortages and periods of high needs.

May assist EHR Administrator with credentialing activities for licensed clinical staff while maintaining accurate records and maintenance of credentialing files to limit disruptions in the provision of services.

Maintains positive and productive relationships with employees throughout the organization to foster healthy communication between employees and the Human Resources department.

Participation in quality improvement activities and planning may be requested.

High school diploma or equivalent (required)


Two years of prior related office experience (required)

Maintains required state and federal criminal and child abuse clearances, credentials, and/or licenses.

Drivers license and reliable transportation are required.

Required Competencies

Proficient with Microsoft Office Suite or related software.

Typical working hours are Monday Friday during business hours.

What Will I Get?

$17.00 – $20.00/hour non-exempt


Working Conditions

Physical Demands:
Prolonged periods of stationary positioning at a desk and working on a computer or phone.

Must be able to move up to 15 lbs.

Must be able to access and navigate each department at the organization’s facilities when needed.

Must be able to operate a computer, copier, printer, filing system, and other standard office equipment.

Environmental Factors:
This is an office-based position that is climate controlled with standard exposures to dust and dirt.

Remote Workers:
Workspaces are to be maintained in a safe manner, free from safety hazards.

Workspaces must maintain strict confidentiality relating to Protected Health Information (PHI), Electronic Protected Health Information (ePHI), and other sensitive information as it relates to the employees specific job.

Personal Protective Equipment:
CONCERN will adhere to the Centers for Disease Control (CDC) guidance relating to the use of PPE during a pandemic situation.

No other personal protective equipment is required for this position.

Travel may be necessary for training or office site visits but is expected to be >5% annually. This may require greater travel if the incumbent resides at a distance from the Fleetwood, PA, office location; expenses will be paid.
