Job description: Job Responsibilities

  • Designs and develops curriculum and lesson plans for Telecommunications Unit training to include initial training, in-service training and other required classes.
  • Researches innovative training methods and techniques.
  • Coordinates changes as deemed necessary.
  • Conducts research and development related to telecommunication curriculums to include Basic TCO training, TCO/Supervisor in-service, NCIC training and CAD.
  • Assists in the development, coordination, and implementation of on-line training modules and the e-learning training program.
  • Assists in coordination of the department’s NCIC program.
  • Provides guidelines and leadership to Communications Training Operators (CTOs).
  • Develops, updates and maintains lesson plans and instructional material related to telecommunication training program.
  • Coordinates instructors and assigns teaching responsibilities. Prioritizes training needs. Coordinates logistics of training space(s) or facility(ies).
  • Performs instructional duties for Basic TCO training, TCO/Supervisor in-service, NCIC,CAD, Call Takers, and telecommunications related training.
  • Instructs classes for SmartCOP MCT and Basic Radio Procedures, and other training as required.
  • Monitors training materials and instructors for effectiveness.
  • Makes recommendations for change and implements approved changes as necessary.
  • Performs administrative duties as assigned to include ensuring administrative functions support CALEA standards.
  • Assists in scheduling and tracking training courses to ensure the completion of telecommunication related training requirements for DPS personnel.
  • Attends meetings, conferences, and related training courses as required.
  • Responsible for auditing NCIC records for Department of Public Safety.
  • Performs other duties as assigned by Telecommunications Command Staff to include, but not limited to, TCO duties during state emergencies and assisting outside agencies/divisions with telecommunication related training.
  • Acts as an essential employee during hazardous weather and emergency events (i.e. hurricanes, snow storms, etc.).

Minimum and Additional Requirements

Minimum Requirements:

  • A high school diploma and relevant program experience.
  • Must have working knowledge of a public safety telecommunications unit and its operations.
  • Must have working knowledge of public safety dispatching policies and procedures.

Additional Requirements:

  • Must possess a working knowledge of rules, regulations and policies of a public safety telecommunications center.
  • Possess knowledge and skills necessary to create and maintain multiple training programs.
  • Demonstrate sound judgement, plan, organize and set priorities to ensure multiple responsibilities are completed.
  • Must have or be able to obtain NCIC certification and certification of the Computer Aided Dispatch (CAD) system.
  • Must be knowledgeable of applicable training principles and practices.
  • Must be able to analyze training/development need and resources and to recommend and communicate solutions effectively.

Additional Comments

Under guidance of TCC Training Director, works independently, using personal judgement and discretion to make responsible decisions about training.

This position is an essential position. Performs TCO duties as required during special events or critical incidents. Possible overnight travel.

Job Purpose:

Under limited supervision of the Training Director, is responsible for the planning, developing and training for Telecommunications Unit of the South Carolina Department of Public Safety/South Carolina Highway Patrol.

Expected salary: $35360 – 65429 per year
