This position is located in Legislative Affairs, HQ Blythewood, SC.

Responsibilities of the Legislative Coordinator

  • Tracks and research legislative issues relevant to SCDMV policies, procedures, and services. Coordinates the internal development of policy ideas that may become bills. Consistently prepared to speak fluently on legislative or policy matters impacting the SCDMV to agency leaders and management, as well as external stakeholders. May interact with members of the General Assembly and other state leadership. May testify on legislation that impacts the agency when needed by the Deputy Director.
  • Remains abreast of and well-informed on all SCDMV policy and procedure changes, creation, and content. Studies all SCDMV documentation and participates in the conversations surrounding amendments to these documents. Regularly reviews agency documentation to ensure legislative efforts and changes are accurately reflected in those documents.
  • Prepares creatively designed one-pagers and overviews of legislation to accurately convey agency impact. Consistently evaluates talking points to ensure their accuracy. Organizes all documents in Legislative SharePoint in an easy-to-follow manner.
  • Coordinates the collection of data to align with legislative and policy-related changes. Works with other business units to collect data as needed for constituent issues, legislative matters, or other requests as needed. Ensures an understanding of the data being presented.
  • Work with other directorates impacted by legislative changes in case questions arise during the implementation phase. Uses knowledge of legislative history to assist in informing business unit’s decision making when implementing laws.
  • Other duties as may be required by manager.

Minimum Requirements

A bachelor’s degree and relevant program experience

Additional Requirements

  • Knowledge of state government and legislative process. Knowledge of federal and state laws and regulations that impact the SCDMV.
  • Exceptional written and oral communication skills. Advanced ability to manage competing priorities and deadlines.
  • Must have necessary skills to easily navigate MSOffice Suite and create and present professional documents of any nature.
  • Ability to quickly learn complex topics. Must maintain professionalism required to work with Executive-level leadership and state leaders.
  • Under general supervision, employee takes initiative and exercises sound judgement and discretion.
  • Professional level involving complex programs, projects, and communications. Works closely with a variety of SCDMV departments to coordinate the potential need for legislative changes.
  • Coordinates policy and procedural changes to ensure they reflect federal and state law and regulations.
  • Normal work week will consist of 37.5 hours but may be expected to work longer hours during the legislative season or other times of the year.
  • Considered an essential employee and may be required to bring work material home to ensure continued operation of agency or work from office during otherwise scheduled office closures.
  • Works in office environment.

Preferred Qualifications

Agency Preferred

A bachelor’s degree in political science, public administration, communications, or equivalent and experience related to legislative affairs. Experience with all facets of legislative and policy development. Keen awareness of policies and procedures at the agency level. Experience interpreting policies and rules of programs administered by a state agency. Experience articulating the impact of changes. Experience coordinating input from external and internal stakeholders on complex topics.
