Job description: THE POSITION

The Employment, Banking and Revenue Information Technology Delivery Center is seeking candidates for a senior application developer responsible for performing administrative and consultative work in the analysis, planning, design, programming, and maintenance of computer applications. DESCRIPTION OF WORK

Work includes planning, directing, scheduling, and evaluating the work of a technical staff involved in the design, development, testing, and debugging of programs, and documenting moderate to highly complex computer applications to fulfill the needs of the user’s business system. The incumbent will utilize and provide guidance to lower level developers in the use of standard and advanced computer system design techniques, system methodologies, and developmental tools.

We are looking for professionals with the following skills to help us achieve our goals: experience gathering requirements and performing system analysis, design, documentation, development, and testing; excellent organizational skills and attention to detail; ability to function in an atmosphere of constant change with detailed accuracy; ability to function within team based organization; and ability to communicate effectively, both verbally and in writing, to all levels within the organization as well as outside agencies and vendors. Experience in mentoring and overseeing entry level developers in a client server environment is required.

Work Schedule and Additional Information:

  • Full-time employment.
  • Work hours can be 7:30am-3:30pm, 8:00am-4:00pm, or 8:30am-4:30pm. with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) full-time. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the headquarters office in Scranton.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as an Applications Developer 2 or Computer Programmer 4; or
  • Three years of information technology experience in applications development or applications maintenance, and an associate’s degree in any information technology field; or
  • Five years of information technology experience that includes three years of experience in applications development or applications maintenance; or
  • One year of information technology experience in applications development or applications maintenance, and a bachelor’s degree in any information technology field; or
  • An equivalent combination of experience and training.

Other Requirements:

  • This particular position also requires that applicants must possess three or more years of full-time experience mentoring entry level application developers in a client server environment.
